REMOVAL OF ACADEMICIANS OF NALANDA UNIVERSITY

1619. SHRI RITABRATA BANERJEE:

Will the Minister of EXTERNAL AFFAIRS be pleased to state:

(a) whether it is a fact that a number of eminent academicians have been removed from different positions of Nalanda University; and

(b) if so, the details thereof, and the reasons therefor?

ANSWER

(a) No. It is not a fact that a number of eminent academicians were removed from the different positions of Nalanda University.

(b) It is a fact that Government has constituted the Governing Board of Nalanda University with effect from 21.11.2016, in terms of the Nalanda University Act-2010 replacing the Nalanda Mentor Group (NMG). The Nalanda Mentor Group, set up by the Government in 2007 to implement the proposal for establishment of Nalanda University, was exercising the powers and discharging the functions of Governing Board, pending formation of the Governing Board as per the Nalanda University Act. The Nalanda Mentor Group consisted of the following members:

As approved by the Hon’ble President of India in his capacity as the Visitor of Nalanda University, the Government constituted the Governing Board of Nalanda University with effect from 21.11.2016, in terms of the relevant provisions of Nalanda University Act, 2010. The Governing Board consists of the following members now:

1. Professor Arvind Sharma, McGill University,
Canada.
2. Professor Lokesh Chandra, President, ICCR and
3. Dr. Arvind Panagariya, Vice Chairman, Niti Ayog.



(C) The Nalanda Mentor Group, constituted by the Government in 2007, was functioning for almost 9 years, though the Nalanda University Act stipulates a tenure of only three years for the Governing Board members. Moreover, the Mentor Group (functioning as Governing Board) consisted of members from Singapore and Japan even though these countries did not make any financial contribution to the University as required under the Nalanda Act. Further, the Mentor Group did not have any members from the Government of Bihar as required under the Nalanda University Act. In the light of these facts, the Government has constituted the Governing Board of Nalanda University with effect from 21.11.2016 replacing the Nalanda Mentor Group in consonance with the Nalanda University Act.
