INDIANS KILLED ABROAD

Will the Minister of EXTERNAL AFFAIRS be pleased to state:

(a) whether thousands of Indians have been killed during the last three years in various foreign countries; and if so, the details thereof, country-wise;

(b) whether the Government provides any financial or other kind of assistance/ help to the families of the victims and if so, the details thereof;

(c) whether any committee/ agency has been formed by the Government to assist the affected families; and

(d) if so, the details thereof and if not, the reasons therefor?

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS

(a) As per the information available with the Ministry, the country-wise list of number of Indian nationals who lost their lives in various foreign countries during the last three years as of 31.05.2019 is given at Annexure.Tamil.pdf

(b) to (d) Upon receipt of information about death of Indian nationals, Indian Missions/Posts initiate prompt action to render all assistance to families of the deceased and also take up the matter with local authorities. The Missions/ Posts actively liaise with the next of kin of the deceased, employers/ sponsors and local authorities to expedite the process of repatriation of mortal remains to India, including obtaining consent of the family of the deceased for receiving the body in India, requisite documentation and clearances by local authorities, preparation of the dead bodies for transportation, etc. Matters relating to compensation/terminal dues are actively pursued with employers/ insurance companies. In cases which are pending with the courts, the Missions/Posts liaise with the lawyers for expeditious settlement of the cases and keep the family members of the deceased informed of the status of the case.

Financial support to families of deceased Indian nationals for airlifting of mortal remains is also made available by Indian Missions/ Posts abroad in deserving cases on a means tested basis from the Indian Community Welfare Fund (ICWF).
